Abstract：Considering the interdependence and mutual restriction relationship between energy, economic and environment, this paper emphasized on energy efficiency of various sectors of social economy, and put forward the concept of total energy efficiency of sectors based on embodied energy. At the same time, an evaluation index system was discussed. Moreover, an evaluation model was established by combining the input-output model and data envelopment analysis method, which considered the comprehensive effect of energy consumption and carbon emissions on social economic development and environmental evolution. An empirical study of 42 sectors in Beijing was conducted, which identified the problems existing in the processes of energy consumption. Furthermore, the case study investigated how to improve the total energy efficiency of various sectors. Results demonstrated that instead of simply restricting on industrial development in order to achieve emission reduction targets or blindly encouraging the development of all service sectors, government should put forward a comprehensive decision-making after considering the total energy efficiency of various sectors and their contribution for economic and social development.
