Abstract:A two-stage stochastic programming model was developed in consideration of the stochastic demand of regional power system and different scenarios of pollutant charge. The strategy of adjusting the regional electric power structure and pollutants and CO2 mitigation under different scenarios was analyzed .When collecting emission charge of SO2 and CO2 (scenario 3) a part of coal-fired power generation would be replaced by clean energy, and the system would reduce CO2 emission8.438′106t, with a synergistic effect of mitigating SO2 5202t, NOx 7854t and PM 17.42t. When collecting NOx pollutant charge on the basis of scenario 3, the system would reduce the emission of SO2 8515t、NOx 13878t、PM 23.52t and CO2 12.988′106t. Emission charge of CO2would increase system cost largely. The results of the model indicated that collecting emission charge of CO2 or CO2 and NOx on the basis of SO2 pollutant charge would increase the proportion of clean energy in power generation, and reduce the emission of SO2, NOx and CO2.
