Policy implementation dilemma and countermeasures for the balanced promotion of domestic waste classification in the "Zero - waste city"

Abstract:Takes one of the ‘zero-waste’ pilot cities, Shaoxing (including four administrative regions: Zhuji, Shangyu, Keqiao, and Xinchang), as a case to develop proven and advanced countermeasures. The effectiveness of regional classification was evaluated with Analytic Hierarchy Process. Policy implementation constraints for the balanced classification pattern in each region were analyzed based on the Smith policy implementation model. The results showed that the overall classification performance of the four regions was evaluated to follow the order: Shangyu> Zhuji> Keqiao> Xinchang. The new countermeasures would be suggested to focus on integrating policy enforceability, target group understandability, policy implementation accuracy, and, political and economic constraints. Finally, a smooth “four-flow” management model would be proposed to promote a balanced waste classification pattern through making countermeasures of classification policy, implementation efficiency improvement, domestic classification awareness stimulation, and economic policy coordination.
