The heterogeneous effects of environmental regulations on resource curse

Abstract:Based on panel data of China's resource-based cities from 2013 to 2018, the varying-coefficient model and the mediation model were used to analyze the effects of environmental regulations on resource curse and the solution paths through technology, structure, and foreign trade. The results showed that environmental regulations of declining and regenerative resource-based cities were conducive to breaking resource curse; technological upgrading was the main approach to break resource curse; environmental regulations of growing resource-based cities were not conducive to technological upgrading; environmental regulations of mature resource-based cities helped promote the proportion of resource industries; environmental regulations of declining resource-based cities had exacerbated the crowding-out effect of other industries by resource industries; environmental regulations of regenerative resource-based cities had not achieved significant economic growth by optimizing industrial and trade structures.
