Can industrial transformation policies promote urban low-carbon transformation?——Evidences from demonstration zones of industrial transformation and updating

Abstract:Based on the sample data of 158 cities from 2009 to 2019, the non-radial super-efficiency SBM-DEA model in this paper to calculate the dynamic evaluation index of urban low-carbon transformation, and the double difference model was used to examine the effects and mechanism of industrial transformation policy on low-carbon transition of old industrial cities and resource-based cities. Results suggest that:(1) the total factor carbon productivity of old industrial cities and resource-based cities continued to increase during the sampling period, and the process of low-carbon transformation was accelerated, which, however, was still lower than the national average with obvious regional and type differences; (2) industrial transformation policies significantly promoted the improvement of the urban total factor carbon productivity, and the dynamic policy dividends of low-carbon transformation continued to increase; (3) the industrial transformation policies had a significant effect on the low-carbon governance of resource-based, compound and cluster cities, but a weak effect on old industrial bases and single cities; and (4) the governmental industrial transformation policies mainly promoted urban low-carbon transformation through structural upgrading and green innovation mechanism, but the agglomeration economic mechanism did not emerged in the short term.
